Get Rufus
After that. Plug in usb drive you want. Run rufus.
Under Device select the usb drive that you want to make bootable.
Then press SELECT and choose the en_windows_10_enterprise_ltsc_2019_x64_dvd_74865958.en-us_windows_10_iot_enterprise_ltsc_2021_x64_dvd_257ad90f.iso

After you select the iso. The partition schemes should change and the target system should change. You can leave it as is, GPT and UEFI (non CSM) is normal for newer computers post 2016.
Then Click Start. After that, you are finished making a bootable USB drive to install Windows 10!
